New driving restrictions in Cartagena as of January 2, 2024
The recently elected mayor of Cartagena has introduced new driving restrictions in an effort to enhance mobility in the city. These rules are reminiscent of the commonly known "pico y placa" regulations seen in various Colombian cities. Notably, the restriction prohibiting motorcycle riding on specific days of the week has been eliminated. These updated rules will be implemented starting January 2, 2024.
Days and hours with driving restrictions
Here are the specified days and hours when driving restrictions will be enforced:
Monday to Friday:
07:00 to 09:00
12:00 to 14:00
18:00 to 20:00
There are no driving restrictions on Saturdays and Sundays.
Streets with driving restrictions
The restrictions are only applied to the following streets:
- Transversal 54: between CAI Ceballos and the El Pozón roundabout.
- Avenida Pedro de Heredia: between India Catalina and the El Amparo pump.
- Western highway: between the El Amparo pump and the limits with the municipality of Turbaco (Tubo Caribe).
- Avenida Santander: between the Crespo Tunnel and Calle 15 (Seguros Bolívar building).
- Avenida San Martín: between Calle 15 and the intersection of Avenida Santander (former Glorieta Santander) and Avenida Blas de Lezo.
- Avenida Pedro Romero: between the Glorieta de La Esperanza, and the intersection with Transversal 54 (Y de Olaya – Caño Chaplundun).
- Carrera 30 (La Esperanza): between the intersection with Avenida Pedro Romero and the intersection with Avenida Pedro de Heredia.
- Diagonal 32: between the intersection with Avenida Pedro Romero (CAI de Olaya) and the intersection with the Western highway (Calle 31) (Bomba Terpel de Ternera – Cárcel de Ternera).
- Carrera 71: Between the intersection with 30th Street (in front of the Jorge Artel Library) and the Western highway (Calle 31) in both directions. Also between the intersection with the Western highway and Diagonal 32.
Criterium
The enforcement of traffic restrictions is based on the last digit of the vehicle's license plate.

Example
If your vehicle's license plate ends with 5, you are prohibited from driving this vehicle on Wednesdays during the following times:
07:00 to 09:00
12:00 to 14:00
18:00 to 20:00
