Quito's Road Repaving Delays: Pavement Issues and Contractor Fines

In 2024, five companies were fined a total of $64,600 for failing to meet road rehabilitation contracts in Quito. Mayor Pabel Muñoz continues to face challenges improving the city’s mobility system, despite progress like the Metro’s consolidation.

While an ambitious repaving plan was launched in 2024, material quality issues caused delays and led to complaints as freshly laid pavement had to be replaced within days. During a November site visit, Mayor Muñoz personally identified damages, including cracks in the Ecovía’s exclusive lane along Avenida 6 de Diciembre. Residents of La Paz neighborhood also noted repeated repairs that disrupted traffic.

Companies Penalized in 2024:

- Tatiana Gómez: Rehabilitation in central and southern Quito.

- Marco Peralta: Roadwork in northern Quito.

- Consorcio Guápulo: Repairs on Calle De Los Naranjos.

- Consorcio Chiqui: Work near Guayllabamba.

- Fimarpro: Maintenance in Tumbaco.

The fines primarily addressed timeline breaches, according to the city’s Public Works Company (Epmmop). However, the total extent of reworked pavement remains uncalculated, as fines are determined per contract type.

For 2025, Quito’s $1 billion budget allocates $152.6 million to Epmmop. Mayor Muñoz has pledged to prioritize mobility improvements, including continuing the repaving plan. One ongoing project is the Avenida Galo Plaza Lasso, with a $2 million investment planned.
